Introduction

Logo of the California Department of Public HealthThe California Department of Public Health (CDPH) creates and enforces health regulations at a state level.  They are also the agency that oversees the implementation of California's healthcare access program, Medi-Cal.  You can learn more about the CDPH on their website.

Laws

California has adopted the system of Medi-Cal in Cal Welfare & Institutions Code § 14000, which is the state's way of ensuring compliance with the Affordable Care Act and making healthcare insurance more accessible to all individuals.  Public access to the Code section is linked above, but it can also be found on Lexis and Westlaw.

The Confidentiality of Medical Information Act protects individuals' medical information from unauthorized disclosure, similar to HIPAA.  Public access to the Act is linked above, but it can also be found on Lexis and Westlaw.

Other California state health laws can be found by searching the California Code.  Most will be found in the Health & Safety Code or the Welfare & Institutions Code.  Public access to the Code is linked above, but it can also be found on Lexis and Westlaw.

Regulations

California state health regulations can be found by searching the California Code of Regulations.  Most can be found in Title 17 (Public Health), Title 22 (Social Security), or Title 28 (Managed Health Care).

Public access to the California Code of Regulations can be found here.

It can also be accessed on Westlaw and on Lexis.

If you are looking to research state health laws for other states besides California, there are some helpful resources available.

The CDC has compiled a page called State & Territorial Health Departments, with a separate listing for each state.

Westlaw has created a 50 State Statutory Survey for Health Care Law, as well as a 50 State Regulatory Survey.
