Make a list of search terms.

Think of terms and phrases that might be applied to your facts and issues.  You can locate potential terms by answering who, what, where, etc. when you analyze the background facts.  Be sure to come up with as many synonyms, antonyms, broader, narrower and related terms as possible.  In addition, in order to get the most relevant results, try to limit the search by certain criteria such as jurisdiction, if possible.
